HARVEY CEDARS, NJ                                                       March 4, 2005

 

The regular meeting of the Board of Commissioners of the Borough of Harvey Cedars, NJ was called to order by Mayor Oldham at 2:00pm who stated to the best of his knowledge all requirements of the State Sunshine Law had been met. The Beach Haven Times, Asbury Park Press and Atlantic City Press were notified on March 2, 2005 of the rescheduled meeting time (from 4:30pm to 2:00pm).  In addition, copies of notices were posted in the Municipal Building and regular meeting attendants were notified.  Commissioners Gerkens and Garofalo and Board Attorney John Cerefice were present.

 

Motion to approve the minutes of the previous meeting, February 15, 2005, was made by

Commissioner Garofalo, seconded by Commissioner Gerkens.

 

ORDINANCE #2005-07 FIRST READING

REPORTS FROM COMMISSIONERS:

Commissioner Gerkens –

·        We are discussing the water rates for 2005 to increase revenue.  We want to do the increase in a fair way.

Mayor Oldham –

·        The Island Mayors had a teleconference today regarding the school tax study.  There are 6 other municipalities/districts performing a study.  Our district has the greatest discrepancy in the state (regarding the percentage of students vs. the tax amount).    If we have the greatest discrepancy, we should be doing a study.  The taxpayers want the study.

 

PRIVILEGE OF THE FLOOR –

 

            The following issues were presented by Meg Romano, 8603 Sandpiper Lane, and discussed with the Board:

·        The dumpster ordinance should be enforced.  There are many construction dumpsters around town that are not being covered causing debris to be blown or picked by seagulls.  The Mayor will speak with the police and code enforcement officer.

·        A sound ordinance should be created to address the issue of pool pumps and air conditioning compressors.  After a brief discussion, the Mayor requested a copy of Long Beach Township’s ordinance from John Cerefice.

·        Pedestrian crossings should be placed on the boulevard at certain locations in town – Commissioner Gerkens said crossings are not permitted on 4-lane highways.  Mayor Oldham mentioned that there will be improvements made to the 80th Street area.

·        Trash cans are needed at street ends year round.  Commissioner Gerkens will speak with the Superintendent.

·        There should be some Borough meetings scheduled in the evening (7pm or 8pm).  Mayor Oldham said we will seek public opinion on that in the Highlights.
