HARVEY CEDARS, NJ July 1, 2005
The regular meeting of the Board of Commissioners of the Borough of Harvey Cedars, NJ was called to order by Mayor Oldham at 4:33pm who stated to the best of his knowledge all requirements of the State Sunshine Law had been met. Commissioners Gerkens and Garofalo and Board Attorney John Cerefice were present.
Motion to approve the minutes of the previous meeting, June 21, 2005, was made by
Commissioner Gerkens, seconded by Commissioner Garofalo.
AN ORDINANCE OF THE BOROUGH OF HARVEY CEDARS, IN THE COUNTY OF OCEAN, NEW JERSEY, PROVIDING A SUPPLEMENTAL APPROPRIATION OF $262,737 FOR THE RECONSTRUCTION OF WATER MAINS ON VARIOUS STREETS WITHIN THE BOROUGH AND APPROPRIATING $262,737 THEREFORE, AND PROVIDING FOR THE ISSUANCE OF $249,600 IN BONDS OR NOTES OF THE BOROUGH OF HARVEY CEDARS TO FINANCE THE SAME

RESOLUTION OF THE BOROUGH OF HARVEY CEDARS, IN THE COUNTY OF OCEAN, NEW JERSEY, MAKING APPLICATION TO THE LOCAL FINANCE BOARD PURSUANT TO NJSA 40A:2-26(e) AND FOR THE APPROVAL OF THE BONDS FOR PURPOSES OF NJSA 58:11B-9(a)

Request for approval to use the beach to Extreme Camp Inc. for surfing and bodyboard lessons from July 11th to August 31st:
After a brief discussion, the Board requested the Clerk to invite Extreme Camp to meet with them to answer more questions about the camp.
REPORTS FROM COMMISSIONERS:
Commissioner Garofalo –
· Beach badge revenue is up $11,000, about a 9% increase from last year, which is due to the increase in price. At this point the sales are the same.
Commissioner Gerkens –
· New t-shirts will be on sale tomorrow at the craft show. The sales will benefit the Activity Committee that sponsors the summer events, including the fireworks to be held on Labor Day weekend.
· Public works has the park and beaches ready for the season.
Mayor Oldham –
· The Police Department has a lot going on: vehicle and pedestrian safety is high priority; DWI patrols; Cops In Shops program; and business checks at night.
· Met with the DEP and Army Corps regarding the beach project. The easement agreements need to be signed before the project can continue. Five million was put in the federal budget for this project; with the state funding there’s approximately $7 million. Total needed for the whole project is $80 million.
· There has been a lot of talk about Long Beach Township police cars speeding through town. Our police department has been working on that and we have seen a reduction in the everyday travel speed and expect to see more improvements.
PRIVILEGE OF THE FLOOR –
Al Wright, 3 Cedars Ave., asked who maintains the stop signs, specifically on Camden & Cedars? The sign is faded. Commissioner Gerkens said she believes that sign is ours, but will look into it.
Tony Cannizzo, 45 Cedars Ave –
· With the Ordinance 2005-15, if it is possible, the money should be used to run electric lines underground.
· What beach would be used if the surf camp was granted permission? Mayor Oldham said the surfing beach (Hudson Avenue).
· What is the annual cost for the riparian rights for the new dock (on Cedars Ave.)? Commissioner Gerkens responded by saying the State charged the Borough $3,000 for the year, but the whole concept of the State charging a fee for the Borough to provide public access is ludicrous. The Borough was assured by the State that the fee would be significantly reduced next year. Mr. Cannizzo asked how much the fee costs each taxpayer. Commissioner Garofalo responded it was about $2.
Sandy Heath, 11 W. 76th Street –
· What is the status of the house (next to Borough Hall)? Commissioner Garofalo said the Borough plans to raze it in the fall. To bring it to code for office use would cost a lot of money; it would be cheaper to maintain the property if it was torn down. Perhaps possible expansion in the future.
· What is the status on the school tax study? Mayor Oldham said the Borough originally joined in, by resolution, with Long Beach Township and Beach Haven, but only if at least 4 towns participated in the study. Harvey Cedars has the most disproportionate school tax (vs. students) in the state and the most difficult contract to get out of. The attorney for the study, Vito Gagliardi, said that without 4 towns we were wasting money. The Board did not feel that it was in the best interest of Harvey Cedars to join the study without at least 4 towns.
Stanley Madsen, W. 80th Street, voiced his opinion regarding the hiring of the commissioner’s son in public works. He said this was a bad decision and there should be an anti-nepotism ordinance. The Board explained they interviewed extensively for someone to handle future construction projects, and they hired the most qualified person for that position.
