HARVEY CEDARS, NJ                                                       August 5, 2005

 

The regular meeting of the Board of Commissioners of the Borough of Harvey Cedars, NJ was called to order by Mayor Oldham at 4:30pm who stated to the best of his knowledge all requirements of the State Sunshine Law had been met.  Commissioners Gerkens and Garofalo and Board Attorney John Cerefice were present.

 

Motion to approve the minutes of the previous meeting, July 19, 2005 was made by

Commissioner Gerkens, seconded by Commissioner Garofalo.

 

ORDINANCE #2005-17 FIRST READING

AN ORDINANCE AMENDING CHAPTER 2 OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF HARVEY CEDARS, 1975,

RESOLUTION #2005-062:

RESOLUTION AUTHORIZING THE EXECUTION AND DELIVERY OF LOAN AGREEMENTS TO BE EXECUTED BY THE BOROUGH OF HARVEY CEDARS AND EACH OF THE NEW JERSEY ENVIRONMENTAL INFRASTRUCTURE TRUST AND THE STATE OF NEW JERSEY, ACTING BY AND THROUGH THE DEPARTMENT OF ENVIRONMENTAL PROTECTION, AND FURTHER AUTHORIZING THE EXECUTION AND DELIVERY OF AN ESCROW AGREEMENT, ALL PURSUANT TO THE 2005 NEW JERSEY ENVIRONMENTAL INFRASTRUCTURE TRUST FINANCING PROGRAM

RESOLUTION #2005-063:

RESOLUTION DETERMINING THE FORM AND OTHER DETAILS OF NOT EXCEEDING $1,800,000 GENERAL OBLIGATION BONDS, SERIES 2005, OF THE BOROUGH OF HARVEY CEDARS, IN THE COUNTY OF OCEAN, NEW JERSEY, AND PROVIDING FOR THEIR SALE TO THE NEW JERSEY ENVIRONMENTAL INFRASTRUCTURE TRUST AND THE STATE OF NEW JERSEY PURSUANT TO THE 2005 NEW JERSEY ENVIRONMENTAL INFRASTRUCTURE TRUST FINANCING PROGRAM

Commissioner Gerkens commented that the Borough will be replacing watermains and paving the streets; it is cheaper to do it all at once rather than public works doing one watermain replacement a year.

RESOLUTION #2005-064:

BE IT RESOLVED by the Board of Commissioners of the Borough of Harvey Cedars that the Municipal Clerk, in conjunction with the Borough Engineer, is hereby authorized to solicit bids for the watermain infrastructure project.

RESOLUTION #2005-065: Bills

REPORTS FROM COMMISSIONERS:

Commissioner Gerkens –

·        A lot of bunker washed up on the beach this past weekend.  Public works did an excellent job cleaning it up with the surf rake and picking up the cans and bags of fish the public filled.  The Borough will be going to court when the Captains are charged for the spillage.  We will be asking for reimbursement of overtime, badge revenue and dumping fees.

Commissioner Garofalo –

·        Badges sales are strong; above from last year.

Mayor Oldham –

·        We will be working with homeowners on the lease agreements for the federal beach project in the next 2 weeks. The project will be starting soon.  Tuesday there will be a meeting about the funding and possible initial phase of the project.  A lot of the project will be in 2006.

·        We will be introducing changes in the zoning ordinance in the next month or so; we are working on the volume of houses.

 

PRIVILEGE OF THE FLOOR:

 

Tony Cannizzo, 45 Cedars Ave., wondered if we were creating a hazard (at the new Cedars pier) by not allowing parking.  Mayor Oldham responded that that was what the Cedars committee wanted.  Commissioner Gerkens added that the barricades were placed to have parallel parking; trash cans were added and there will be a bike rack.

 

Mr. Cannizzo suggested that while the State is working on the Rt. 72 bridge and Eckerd’s is closing, this would be a good opportunity to improve the traffic flow.  Mayor Oldham said he would bring it up at the next traffic meeting.
