HARVEY CEDARS, NJ                                                       September 2, 2005

 

The regular meeting of the Board of Commissioners of the Borough of Harvey Cedars, NJ was called to order by Mayor Oldham at 4:30pm who stated to the best of his knowledge all requirements of the State Sunshine Law had been met.  Commissioners Gerkens and Garofalo and Board Attorney John Cerefice were present.

 

Motion to approve the minutes of the previous meeting, August 16, 2005, was made by

Commissioner Gerkens, seconded by Commissioner Garofalo.

 

ORDINANCE #2005-19 FIRST READING

AN ORDINANCE AMENDING CHAPTER 2 OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF HARVEY CEDARS, 1975,

ENTITLED “ADMINISTRATION”

(Amend Joint Environmental Commission ordinance to exclude LBT)

 

Commissioner Garofalo stated that Long Beach Township wanted to split the costs of the Environmental Commission evenly among all the towns, even though the Township has the most coverage on the island.  Harvey Cedars and the other towns opposed this concept.

(Increase off-duty police fee & amending Joint Environmental Commission ordinance)

RESOLUTION #2005-070:

RESOLUTION OF THE BOROUGH OF HARVEY CEDARS, COUNTY OF OCEAN, STATE OF NEW JERSEY AWARDING A CONTRACT TO LAFAYETTE UTILITY CONSTRUCTION CO. FOR THE WATER MAIN REPLACEMENT PROJECT

 

Commissioner Gerkens stated that we will be replacing substandard watermains with this contract. The Superintendent is happy with this company and the project should start in a couple of weeks.

REPORTS FROM COMMISSIONERS:

Commissioner Gerkens –

·        The fireworks will be held tomorrow.

Mayor Oldham –

·        The beach project has been in the papers; we hope to have the easement language sent out as soon as possible.  There is a possibility the project will start in Harvey Cedars before the end of this year. Congressmen and Senators have been working on this project.  Last year at this time we were wondering what we were going to do, and now, a year later, we are ready to go.


PRIVILEGE OF THE FLOOR –

 

Tony Cannizzo, 45 Cedars Ave., wanted to know if there would be any notice sent to the residents to inform them about the beach project.  Mayor Oldham said it would be in the Highlights.

 

Marilyn Upton, 5 East 81st Street, wanted to put on record an incident that happened to her daughter and her daughter’s friends on Thursday, August 25th at the firehouse.  Mayor Oldham said he is aware of the situation and it was inappropriate to discuss the matter without the parties involved, but allowed Ms. Upton to state for the record her concerns.  Ms. Upton reported there was an altercation between firefighters and three women at the firehouse.  An anonymous police report was filed by the women.  Ms. Upton was very concerned that if her house needed fire protection, the fire company would not respond.  Mayor Oldham assured her that would not happen.

 

The following residents spoke to the Board about a dangerous situation at the boat ramp on Bay Terrace:  Mr. & Mrs. Sheward, 8104 Bay Terrace, Mr. Formidoni, 8007 Bay Terrace, Mr. Okupski, 8008 Bay Terrace.  They stated that since more people have been using the public ramp off of Bay Terrace, it has created a safety issue for children; boaters are unaware of the children while backing-up from the ramp.  Mr. Okupski suggested closing the ramp during the season. The Mayor said he’ll have the Police Chief look at it and the Mayor will consider any and all ideas presented to him.

 

Sandy Heath, 11 W. 76th Street, asked where the watermain project will start.  Commissioner Gerkens said the project will probably start at East 79th Street.
