HARVEY CEDARS, NJ                                                       November 4, 2005

 

The regular meeting of the Board of Commissioners of the Borough of Harvey Cedars, NJ was called to order by Mayor Oldham at 4:30pm who stated to the best of his knowledge all requirements of the State Sunshine Law had been met.  Commissioners Gerkens and Garofalo and Board Attorney John Cerefice were present.

 

Motion to approve the minutes of the previous meeting, October 18, 2005, was made by

Commissioner Gerkens, seconded by Commissioner Garofalo.

 

The Municipal Clerk administered the oath of allegiance to the new police officer Lee Morey.  His fiancé held the bible during the oath, followed by the pinning of his badge.

 

ORDINANCE #2005-21 FIRST READING

AN ORDINANCE AMENDING CHAPTER 13 OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF HARVEY CEDARS, 1975, ENTITLED “ZONING”

 

Lona Leschander, 35 Cedars Ave., asked the Mayor to summarize the changes in the zoning ordinance.  Mayor Oldham said the Borough wanted to limit the amount of volume by adjusting the floor area ratio and by changing the total lot coverage from 35% to 32%.

    Second: Commissioner Gerkens

Vote: Ayes – Oldham, Gerkens, Garofalo

 

RESOLUTION #2005-087:

RESOLUTION CONFIRMING THE DETAILS OF THE SALE OF GENERAL OBLIGATION BONDS, SERIES 2005, OF THE BOROUGH OF HARVEY CEDARS IN THE COUNTY OF OCEAN, NEW JERSEY, IN THE AGGREGATE PRINCIPAL AMOUNT NOT TO EXCEED $1,800,000, TO THE NEW JERSEY ENVIRONMENTAL INFRASTRUCTURE TRUST PURSUANT TO THE 2005 NEW JERSEY ENVIRONMENTAL INFRASTRUCTURE TRUST FINANCING PROGRAM

PRIVILEGE OF THE FLOOR –

 

Samir Tadros, 4 West Bergen Ave., requested an ordinance to limit the height of trees.  He said his bay views are being blocked by trees that are on the Borough’s right-of-way on West Bergen Ave.  Mr. Tadros submitted photographs of his street and his views.  The Mayor said this is a new concept and the Board will explore what other town’s do.

 

Lona Leschander asked about the timeline for the landscaping at the Cedars fishing pier.  Commissioner Gerkens said she was waiting for the ground to settle and will plant in the spring.  It will be kept simple.

 

Andrew Schragger and Lewis Goldstein from SG Management Strategies, LLC introduced themselves and briefly described their company’s human resource services.  The company reviews policy manuals for compliance of regulations and provides sexual harassment/violence in the workplace seminars.  The Mayor said the Board will discuss the concept of a human resource consultant for the Borough.
