HARVEY CEDARS, NJ                                                       September 1, 2006

 

The regular meeting of the Board of Commissioners of the Borough of Harvey Cedars, NJ was called to order by Mayor Oldham at 4:30pm who stated to the best of his knowledge all requirements of the State Sunshine Law had been met.  Commissioners Gerkens and Garofalo and Board Attorney John Cerefice were present.

 

The Mayor asked all to rise for the Pledge of Allegiance.

 

Motion to approve the minutes of the previous meeting, August 15, 2006, was made by

Commissioner Gerkens, seconded by Commissioner Garofalo.

 

The Mayor read the following ordinance by title and number and asked for a motion to introduce. 

ORDINANCE #2006-14 FIRST READING

AN ORDINANCE AMENDING CHAPTER 7 OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF HARVEY CEDARS, 1975, ENTITLED “SEWER AND WATER”

(Installation of water meters for new construction/renovations)

Commissioner Gerkens stated that the State is mandating meters for new construction and major renovations, but water meters will be required for everybody in a couple of years.  A house currently under construction will not be required to install a meter, only those after the ordinance takes effect.

ORDINANCE #2006-17 FIRST READING

AN ORDINANCE AMENDING BOND ORDINANCE NO. 2006-10 BY INCREASING THE AMOUNT FOR THE ISSUANCE OF BONDS BY $237,500.00 FOR A TOTAL OF $332,500.00 TO FINANCE THE COST OF UTILITY CAPITAL IMPROVEMENTS

(Repair & paint water tower – interior & exterior)

Commissioner Gerkens stated that bids were received for the exterior painting of the water tower and were higher than anticipated.  This bond ordinance increases the amount for painting the exterior as well as additional money to paint the interior of the tower.  The project will take place next spring, and the Borough will be getting water from Barnegat Light during the project.  The cellular antenna companies pay for any additional costs that occur due to the antennas.

Commissioner Gerkens stated that NJ DOT reimburses this project, and that Essex Ave. will be raised where needed (for drainage).

RESOLUTION OF THE BOROUGH OF HARVEY CEDARS OPPOSING A STATEWIDE EQUALIZED SCHOOL TAX

The Mayor stated that if there were a statewide equalized school tax, our portion would go up approximately four times.  The League of Municipalities is also fighting this.

RESOLUTION #2006-088: Bills

Motion to approve the bills for payment was made by Commissioner Gerkens, seconded by Commissioner Garofalo.

 

A motion was made by Commissioner Gerkens, seconded by Commissioner Garofalo, to approve the request to use Sunset Park to the Brothers NJ All Star Lacrosse, LLC for a lacrosse camp to be held on the following dates from 9am to 1pm:

·        August 6, 2007 to August 9, 2007

·        August 13, 2007 to August 16, 2007

 

PRIVILEGE OF THE FLOOR –

 

Tony Cannizzo, 45 Cedars Ave., asked how much the meters would cost. Commissioner Gerkens said for new construction it will be paid for at the time of construction.  The Borough will hire a contractor to install the meters when the whole town is ready to be done and each property will be assessed as to what is needed.  Some properties have meter pits, some don’t.  Although a cost is not yet known, Stafford Township charges approximately $2,600 for new city water connections.

 

Mr. Cannizzo asked if the Borough receives revenue from the cell phone companies.  Commissioner Garofalo said roughly $130,000 from all (five) cell companies, which is approximately 1 cent on the tax rate.
