HARVEY CEDARS, NJ February

The regular meeting of the Board of Commissioners of the Borough of
Harvey Cedars, NJ was called to order by Mayor Oldham at 4:33pm who stated to
the best of his knowledge all requirements of the State Sunshine Law had been
met. Commissioners Gerkens and Garofalo
and Board Attorney John Cerefice were present.
The Mayor asked all to rise for the Pledge of Allegiance.
Motion to
approve the minutes of the previous meeting, January 23, 2007, was made by
Commissioner Gerkens, seconded by Commissioner Garofalo.
The
Mayor read the following resolution by title only and asked for a motion to
adopt.

A motion to open
public discussion was made by Commissioner
Garofalo, seconded by Commissioner Gerkens, regarding applications to be
submitted for funding consideration through the 2007 Ocean County Community
Development Block Grant. Citizens and
non-profit agencies are invited to comment on the proposed CDBG application
listed below.
PROJECT: Handicap Parking Space at Borough Hall
AMOUNT: $2,500.00
Commissioner Gerkens explained the CDBG process and the need for the handicap parking space at the Borough Hall. She explained the creation of the space would involve curb cuts and the construction of a hard surfaced ramp to the walkway. Mr. Joe Krug asked why a sign could not be put up instead. The Board explained that there are codes regulating handicap spaces; and it is grant money, not taxpayer dollars that would be used for the project.

Mayor read the following resolution by title only and asked for a motion to

Motion to approve the bills for payment was made by Commissioner
Garofalo, seconded
by Commissioner Gerkens.
A motion to approve the request to use Sunset Park to Bobby Woods
for an instructional baseball clinic from July 9 to July 13, 2007 from 9:00am
to 12noon was made by Commissioner Garofalo, seconded by Commissioner Gerkens.
The Mayor read the request by Joe Keenan and the
NSSA to use Hudson Ave. beach for 2 surfing contests from 7am to 4pm on the
following dates:
Sunday,
May 6, 2007 – “no surf date” May 20
Sunday,
October 7, 2007 – “no surf date” October 14
He also
read a list of requirements submitted by the Chief of Police regulating the
surfers’ event. After a brief
discussion, a motion was made by Commissioner Gerkens to approve the
aforementioned request with the Police Chief’s requirements, seconded by
Commissioner Garofalo.
A motion to approve the request
by Emily George to use either 73rd or Middlesex beach for a wedding
ceremony on Saturday, June 23, 2007 at 4pm, and, in case of rain, the ceremony
would be moved to Sunset Park for use of the gazebo and a tent, was made by
Commissioner Garofalo, seconded by Commissioner Gerkens.
PRIVILEGE
OF THE FLOOR –
John
Cadmus, 7 E. 79th Street, asked if copies of the photographs on the
wall (1962 storm aerials) can be made.
The Board said Pooch (Margaret Buchholz) has the originals. Mr. Cadmus reported that the Taxpayer’s
Association sent out “blast” emails to the unsigned deed property owners.
Mr.
Joe Krug, 44 W. 80th Street, said he was appointed as the Taxpayer’s
Association Safety Committee member. He
researched the plan of making the Boulevard a three lane road (in Harvey
Cedars), with a center turning lane.
After a brief discussion with the Board, the Mayor suggested for the
Association to form a committee with safety professionals (i.e. police, fire,
etc.) and representatives from Loveladies and North Beach to study the concept,
and then report back to the Association with the results.
