HARVEY CEDARS, NJ March 20, 2007
The regular meeting of the Board of Commissioners of the Borough of Harvey Cedars, NJ was called to order by Mayor Oldham at 4:30pm who stated to the best of his knowledge all requirements of the State Sunshine Law had been met. Commissioners Gerkens and Garofalo and Board Attorney John Cerefice were present.
The Mayor asked all to rise for the Pledge of Allegiance.
Motion to approve the minutes of the previous meeting, March 2, 2007, was made by
Commissioner Gerkens, seconded by Commissioner Garofalo.

INTRODUCTION OF MUNICIPAL BUDGET FOR 2007 TO BE READ BY TITLE ONLY
Municipal Budget of the Borough of Harvey Cedars, County of Ocean for the Fiscal Year 2007.
BE IT RESOLVED that the following statements of revenues and appropriations shall constitute the Municipal Budget for the year 2007.
BE IT FURTHER RESOLVED that said budget be published in the Beach Haven Times in the issue of March 28, 2007.
A hearing on the Budget and Tax Resolution will be held at the Municipal Building, 7606 Long Beach Blvd., Harvey Cedars on Friday, April 20, 2007 at 4:30pm at which time and place objections to said Budget and Tax Resolution for the year 2007 may be presented by taxpayers or other interested persons.

Mayor Oldham announced as a reminder that next month’s regular Board meetings will be held on Tuesday, April 3rd and Friday, April 20th due to Good Friday and the school elections.
Mayor Oldham introduced Craig Henry, Assistant Superintendent of Southern Regional High School, and Lynn Shugars, Business Administrator. Mr. Henry and Ms. Shugars presented the proposed school budget and gave handouts for reference. The handouts consisted of FAQ’s, a revenue comparison and the budget. The total proposed budget is $51 million with $38.7 million being funded by taxes. This year there were $3.1 million in cuts to get under the cap, and of that, $1.29 million was in personnel. The school budget election is to vote on the General Fund only ($38.7 million). Harvey Cedars received the biggest reduction in school taxes this year due to two components of the tax formula: equalization rate and child ratio. The budget hearing will be March 28th and the election will be April 17th.
After a few questions from the Board and public, the Mayor thanked Mr. Henry and Ms. Shugars for their presentation.
