HARVEY CEDARS, NJ                                                       April 20, 2007

 

The regular meeting of the Board of Commissioners of the Borough of Harvey Cedars, NJ was called to order by Deputy Mayor Gerkens at 4:30pm who stated to the best of her knowledge all requirements of the State Sunshine Law had been met.  Commissioner Garofalo and Board Attorney John Cerefice were present.  Mayor Oldham was absent.

 

The Deputy Mayor asked all to rise for the Pledge of Allegiance.

 

Motion to approve the minutes of the previous meeting, April 3, 2007, was made by

Commissioner Garofalo, seconded by Deputy Mayor Gerkens.

 

The Deputy Mayor read the following ordinance by title and number and stated that proof of publication is on hand and the ordinance has been posted.

ORDINANCE #2007-08 SECOND READING

AN ORDINANCE AMENDING BOND ORDINANCE NO. 2006-09 BY INCREASING THE AMOUNT FOR THE ISSUANCE OF BONDS BY $15,295 FOR A TOTAL OF $167,295 TO FINANCE THE COST OF CAPITAL IMPROVEMENTS

RESOLUTION #2007-043: 

AUTHORIZE EXECUTION OF CONTRACT WITH TELVUE VIRTUAL TELEVISION NETWORKS TO ADMINISTER THE MUNICIPAL ACCESS CHANNEL 22 IN CONJUNCTION WITH THE BOROUGH OF HARVEY CEDARS

RESOLUTION #2007-044:

AUTHORIZING THE BUDGET BEING READ BY TITLE ONLY

 

WHEREAS the Local Budget Law provides that the budget be read by title only at the time of the public hearing if a resolution is passed by not less than a majority of the full governing body, providing that at least one week prior to the date of hearing a complete copy of the approved budget as advertised has been posted in the Borough Hall and copies have been made available by the Clerk to persons requiring them; and

 

WHEREAS these two conditions have been met.

 

NOW, THEREFORE, BE IT RESOLVED that the 2007 budget will be read by title only.

 

            Commissioner Garofalo summarized the budget.  He stated that this was a tough budget year with the cap and less revenue (the loss of a cell antenna, plus approximately $9,000 less in beach badge sales, which will hopefully be made up this year with the increased fee).  The total budget is $3,548,608.39, which is an increase of about $78,500 from last year – up about 2.25%.  Considering salary increases, about $30,000, and insurance costs, up about $25,000, this is a tight budget.  The municipal tax rate will be $0.187; last year it was $0.179 – a difference of $.008.  He said the Board would like to keep the rate flat, but they would rather have a small increase now than a large increase in one year.

 

Mr. John Cadmus asked what tax rate went down and Commissioner Garofalo responded that both school tax rates (local and regional) for Harvey Cedars went down.  This is mainly attributed to the decrease in students from Harvey Cedars.

RESOLUTION #2007-045:

BUDGET ADOPTION

     

BE IT RESOLVED by the Board of Commissioners of the Borough of Harvey Cedars, County of Ocean that the budget hereinbefore set forth is hereby adopted and shall constitute an appropriation for the purposes stated of the sums therein set forth as appropriations, and authorization of the amount of $2,546,548.82 for municipal purposes.

The Deputy Mayor read the following resolution by title only and asked for a motion to adopt.

RESOLUTION #2007-046: Bills

A copy of the resolution is attached hereto and made a part hereof.

Motion to approve the bills for payment was made by Commissioner Garofalo, seconded by Deputy Mayor Gerkens.

 

A Motion was made by Deputy Mayor Gerkens to approve the request by Susan Sopira of Van Grow Art Instruction to use Sunset Park for a children’s art camp in the summer during the morning hours and concurrent with the soccer and baseball camps, and was seconded by Commissioner Garofalo.

 

REPORTS FROM COMMISSIONERS:

Deputy Mayor Gerkens –

·        The beaches from Salem Ave. to Atlantic Ave. are horrendous; there is a 6 to 7 foot drop off.  Currently the bulldozer is being fixed and Public Works is working with a small tractor on the beaches.  We are considering buying another dozer.  Commissioner Garofalo noted that it was mentioned at the last Joint Environmental Commission meeting that the whole Island was affected by the last storm; even Barnegat Light’s beaches had cutaways.

·        The Borough received its recycling share of $1,787.17 from the County.  Soon the State will be mandating more items to be recycled.

 

PRIVILEGE OF THE FLOOR –

 

     Mr. John Cadmus asked if the Borough is in contact with Surf City on their beach status (ordnances found on beaches).  Commissioner Garofalo said the Mayor is the beach liaison and that the Mayor has met with the DEP and Mayor Connors recently. 

 

Mr. Cadmus said he stopped calling the unsigned easement property owners due to the Surf City beaches, but would take new beach pictures and do another mailing.
