HARVEY CEDARS, NJ May
4, 2007
The regular meeting of the Board of Commissioners of the Borough of
Harvey Cedars, NJ was called to order by Deputy Mayor Gerkens at 4:30pm who
stated to the best of her knowledge all requirements of the State Sunshine Law
had been met. Commissioner Garofalo and
Board Attorney John Cerefice were present.
Mayor Oldham was absent.
The Deputy Mayor asked all to rise for the Pledge of Allegiance.
Motion to
approve the minutes of the previous meeting, April 20, 2007, was made by
Commissioner Garofalo, seconded by Deputy Mayor Gerkens.
The
Deputy Mayor read the following resolution by title only and asked for a motion
to adopt.
AWARD CONTRACT FOR WATER METERS

APPOINTMENTS TO THE HARVEY CEDARS ACTIVITY COMMITTEE

Mayor read the following resolution by title only and asked for a motion to
adopt.

Motion to approve the bills for payment was made by Commissioner
Garofalo, seconded
by Deputy Mayor Gerkens.
A motion was made by Commissioner Garofalo to approve the request
to use Sunset Park and Long Beach Blvd. to the American Red Cross for the Rock
‘N Ride bike tour on Sunday, September 9, 2007 from 7am to 5pm, seconded by
Deputy Mayor Gerkens.
A motion was made by Commissioner Garofalo to approve the request
to use Harvey Cedars’ municipal roads and parking areas to High Point Fire Co.
for the Dog Day Road Race on August 19, 2007 from 7am to 12:30pm, seconded by
Deputy Mayor Gerkens.
PRIVILEGE OF THE FLOOR –
Art
Ballinger, West 77th Street, asked questions regarding the increase
in water rates. The Board explained
that the Borough will be switching to a metering system in a year, but the
Utility Fund was running in the red and adjustments to rates had to be made at
this time. The Commissioners met with the auditor and it was decided the best
way to increase the revenue was by increasing the base rate as well as the
rates for sprinklers, pools and hot tubs.
The
Board discussed with Mr. Ballinger the meter project. The Borough will allow an existing meter to be converted to an
automatic-read meter if it is possible.
This would be determined on an individual basis. The new rate structure for metering will be
effective in 2009. The State mandated
the meters and gave Harvey Cedars a year to install the meters and another year
to read the meters to establish rates.
The Board invited Mr. Ballinger to meet with them to discuss in detail
the implementation process.
