The regular meeting of the Board of Commissioners of the Borough of Harvey Cedars, NJ was called to order by Deputy Mayor Gerkens at 4:30pm who stated to the best of her knowledge all requirements of the State Sunshine Law had been met. Commissioner Garofalo and Board Attorney John Cerefice were present. Mayor Oldham was absent.
The Deputy Mayor asked all to rise for the Pledge of Allegiance.
Motion to approve the minutes of the previous meeting, October 16, 2007, was made by
Commissioner Garofalo.
The Deputy Mayor read the following resolution by title only and asked for a motion to adopt.
DESIGNATING PROFESSIONAL SERVICES FOR SPECIAL COUNSEL
A copy of the resolution is attached hereto and made a part hereof.
John Cerefice discussed with the Board the Letter of Engagement from the firm, and questioned the paragraph regarding the additional 3% charge for additional costs. The Clerk was asked to get a clarification from the firm.
A motion was made by Commissioner Garofalo to adopt the resolution contingent upon clarification of said charges.

The Deputy Mayor read the following resolution by title only and asked for a motion to adopt.

Motion to approve the bills for payment was made by Commissioner Garofalo.
REPORTS FROM COMMISSIONERS:
Commissioner Garofalo stated that one budget meeting was held already, and the next budget meeting for the water fund will be November 27th at noon with the borough auditor.
Commissioner Gerkens reported that Public Works continues with the water meter installations and is getting the meter pits in order. She said they are doing very well and are over half way done with the meter installations. She continued to say that people are being very cooperative; however they seem to have a lot of questions. Some of these questions have come from various materials that were sent out that are not exactly accurate and need to be addressed.
She stated all the installers that are on the Borough’s list are qualified to do this installation and are all reputable contractors; they have places of business and are not fly-by-night. The permits are issued through the Ocean County Plumbing Inspection Department and the meter pits are also inspected by the Borough Superintendent so the Borough is aware of the quality of work being done.
She stated that there is a booklet being circulated regarding meter pit installation that has misinformation in it and if anyone has a question to please call and check with the Water Department because some of the things that they are reading are not accurate and may end up costing more money than it needs to.
