HARVEY CEDARS, NJ                                                       March 18, 2008

 

The regular meeting of the Board of Commissioners of the Borough of Harvey Cedars, NJ was called to order by Mayor Oldham at 4:30pm who stated to the best of his knowledge all requirements of the State Sunshine Law had been met.  Commissioners Gerkens and Garofalo were present.

 

The Mayor asked all to rise for the Pledge of Allegiance.

 

Motion to approve the minutes of the previous meeting, March 7, 2008, was made by

Commissioner Gerkens, seconded by Commissioner Garofalo.

 

The Mayor read the following ordinance by title and number and asked for a motion to introduce. 

ORDINANCE #2008-05 FIRST READING

AN ORDINANCE OF THE BOROUGH OF HARVEY CEDARS AUTHORIZING THE MUNICIPALITY IN PREPARING ITS 2008 BUDGET TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND TO ESTABLISH A CAP BANK

RESOLUTION #2008-047:

INTRODUCTION OF MUNICIPAL BUDGET FOR 2008 TO BE READ BY TITLE ONLY

Municipal Budget of the Borough of Harvey Cedars, County of Ocean for the Fiscal Year 2008.

 

BE IT RESOLVED that the following statements of revenues and appropriations shall constitute the Municipal Budget for the year 2008.

BE IT FURTHER RESOLVED that said budget be published in the Beach Haven Times in the issue of March 26, 2008.

A hearing on the Budget and Tax Resolution will be held at the Municipal Building, 7606 Long Beach Blvd., Harvey Cedars on Friday, April 18, 2008 at 4:30pm at which time and place objections to said Budget and Tax Resolution for the year 2007 may be presented by taxpayers or other interested persons.

The Mayor read the following resolution by title only and asked for a motion to adopt.

RESOLUTION #2008-048: Bills

A copy of the resolution is attached hereto and made a part hereof.

Motion to approve the bills for payment was made by Commissioner Garofalo, seconded by Commissioner Gerkens.

 

A motion to approve the request to change the NSSA amateur surfing contest date from Sunday, May 4, 2008 to Sunday, May 11, 2008 was made by Commissioner Garofalo, seconded by Commissioner Gerkens.

 

A motion to the approve request to use the volleyball pit in Sunset Park to Grace Calvary Church for a children’s program from 6:30pm to 7:30pm on a date not conflicting with the Borough’s kid’s nights was made by Commissioner Gerkens, seconded by Commissioner Garofalo.

 

PRIVILEGE OF THE FLOOR –

 

Fire Chief Sean Marti, President Scott Wolfschmidt, and Safety Officer Michael Wolfschmidt, representing the High Point Volunteer Fire Company, discussed with the Board the need for a new fire truck and financial assistance for the purchase of the truck.  Chief Marti stated the current ladder truck was purchased in 1989 and is outdated.  Last year repairs cost over $10,000.  The average life of this type of truck is 15 years.  Chief Marti said the Fire Company has been researching new trucks over the past five years and have determined a new Quint fire truck would benefit the community.  The new Quint truck is a ladder truck as well as a pumper truck.  It also has a longer ladder, which is now needed to reach the new larger and higher homes that have been built since 1989.  The Fire Company has mutual aid agreements with the area towns and this apparatus would benefit all the communities.  The truck costs $737,000 and would take approximately a year to build once it is ordered.  The Fire Company is hopeful for a 3-way financial split with Harvey Cedars, Long Beach Township and themselves.  The Mayor stated that the Fire Company covers from Friends Lane (in Loveladies) to Arts Lane (in North Beach) and it was interesting that the total ratables for Harvey Cedars is $1,367,870,925 and for (those sections of) Long Beach Township the total is $1,430,615,000.  The Board said this would be an item for next year’s budget.

 

The Mayor announced that the Long Beach Island Consolidated School District and the Southern Regional High School will be giving presentations on their budgets at the next regular meeting April 4, 2008.

 

The Mayor expressed his condolences to John Tilton and his family on the passing of John’s father, “Pete” Tilton.  Pete served as postmaster in Harvey Cedars and also was the founder and coach for the Long Beach Island Little League.
