HARVEY CEDARS, NJ April 18, 2008
The regular meeting of the Board of Commissioners of the Borough of Harvey Cedars, NJ was called to order by Mayor Oldham at 4:32pm who stated to the best of his knowledge all requirements of the State Sunshine Law had been met. Commissioners Gerkens and Garofalo were present.
The Mayor asked all to rise for the Pledge of Allegiance.
Motion to approve the minutes of the previous meeting, April 4, 2008, was made by
Commissioner Gerkens, seconded by Commissioner Garofalo.
The Mayor read the following ordinance by title and number and stated that proof of publication is on hand and the ordinance has been posted.

EXTENDING TERM OF LEASE AGREEMENT FOR OMNIPOINT COMMUNICATIONS TO RENT SPACE ON THE WATER TOWER

The Mayor read the following resolution and asked for a motion to adopt.
WHEREAS the Local Budget Law provides that the budget be read by title only at the time of the public hearing if a resolution is passed by not less than a majority of the full governing body, providing that at least one week prior to the date of hearing a complete copy of the approved budget as advertised has been posted in the Borough Hall and copies have been made available by the Clerk to persons requiring them; and
WHEREAS these two conditions have been met.
NOW, THEREFORE, BE IT RESOLVED that the 2008 budget will be read by title only.

Commissioner Gerkens summarized the budget. The 2008 municipal tax rate will be $0.194; an increase of an eight tenth of a cent (.008); on the average home assessed at $1,117,600 the municipal tax will increase $89.41 for the year. The total budget increase from 2007 to 2008 is $109,657.
Commissioner Gerkens stated that the Southern Regional School revised the impact of the tax rate on Harvey Cedars due to a miscount of the students. Although Harvey Cedars’ student count has not changed, the new count impacted our taxes. Originally, Harvey Cedars was getting a $16.07 increase, but instead we will see about a $45.78 decrease on the average assessed property. Mayor Oldham said he asked the superintendent, Craig Henry, to provide the list of students from Harvey Cedars for verification.

Motion to approve the bills for payment was made by Commissioner Garofalo, seconded by Commissioner Gerkens.
A motion was made by Commissioner Gerkens, seconded by Commissioner Garofalo, to approve the request to use Sunset Park to Emily Berardo for a birthday party on Saturday, June 14, 2008 from 10am – 2pm.
A motion was made by Commissioner Gerkens, seconded by Commissioner Garofalo, to approve the request to use the ballfield to Bayside Chapel on Mondays starting April 21, 2008 to August 25, 2008 at 6:30pm.
