HARVEY CEDARS, NJ                                                       September 16, 2008

 

The regular meeting of the Board of Commissioners of the Borough of Harvey Cedars, NJ was called to order by Mayor Oldham at 4:30pm who stated to the best of his knowledge all requirements of the State Sunshine Law had been met.  Commissioners Gerkens and Garofalo and were present.

 

The Mayor asked all to rise for the Pledge of Allegiance.

 

Motion to approve the minutes of the previous meeting, September 5, 2008, was made by

Commissioner Garofalo, seconded by Commissioner Gerkens.

 

The Mayor read the following ordinance in full.  A copy of the full ordinance as read is attached hereto and made a part hereof.

ORDINANCE #2008-13 FIRST READING

AN ORDINANCE AMENDING CHAPTER 2 OF THE REVISED GENERAL ORDINANCES OF THE BOROUGH OF HARVEY CEDARS, 1975, ENTITLED “ADMINISTRATION” “CANDIDATES FOR POLICE DEPARTMENT”

 

Officer Charles Sahlberg, President of PBA #175, said changing the ordinance to have a choice of any or all of the criteria (for promotion interviews) is not impartial to all officers.  After a brief discussion, the Board decided to table this ordinance until further discussion was held with the Police Chief and the PBA.

The Mayor read the following ordinance by title and number and asked for a motion to introduce. 

ORDINANCE #2008-14 FIRST READING

AN ORDINANCE OF THE BOROUGH OF HARVEY CEDARS, IN THE COUNTY OF OCEAN, NEW JERSEY, AMENDING ORDINANCE NO. 2008-02 OF THE BOROUGH FINALLY ADOPTED ON FEBRUARY 19, 2008, PROVIDING FOR IMPROVEMENTS TO LANGE AVENUE AND FIVES AVENUE LOCATED IN THE BOROUGH AND APPROPRIATING $215,000 THEREFOR, AND PROVIDING FOR THE ISSUANCE OF $215,000 IN BONDS OR NOTES OF THE BOROUGH OF HARVEY CEDARS TO FINANCE THE SAME

AN ORDINANCE OF THE BOROUGH OF HARVEY CEDARS, IN THE COUNTY OF OCEAN, NEW JERSEY, PROVIDING FOR THE BOROUGH’S SHARE OF THE BEACH REPLENISHMENT PROJECT AND APPROPRIATING $1,100,000 THEREFOR, AND PROVIDING FOR THE ISSUANCE OF $1,045,000 IN BONDS OR NOTES OF THE BOROUGH OF HARVEY CEDARS TO FINANCE THE SAME

CONTRACT AWARD TO EARLE ASPHALT FOR THE 2008 ROAD RECONSTRUCTION PROJECT IN THE AMOUNT OF $164,313.13

(Lange Avenue & Fives Avenue)

The Mayor reported that the Commissioners will be meeting with the Commissioner of the DEP, Lisa Jackson, next week on the 24th to work on any outstanding issues with the State Aid Agreement (for the beach project).  The project will start at the south end of town, about 3 jetties in length; depending on how Congress deals with the ’09 budget will determine the continuation of the project for the whole town.  The project is anticipated to start November/December and the beaches will be ready for the 2009 summer season.
