RESOLUTION #2006-105

 

OPPOSING SENATE BILL NO. 2244 FOR COUNTY GOVERNMENT TO ASSUME CERTAIN MUNICIPAL FUNCTIONS

 

 

            WHEREAS the State of New Jersey 212th Legislature introduced Senate Bill No. 2244 on October 23, 2006; and

 

            WHEREAS Senate Bill No. 2244 requires a binding statewide referendum by the county be conducted for voters to determine if responsibility for certain municipal functions should be assumed at the county government level; and

           

            WHEREAS one of the components of the bill requires the Commissioner of Community Affairs, in conjunction with the Director of the Division of Taxation in the Department of the Treasury, to prepare a comprehensive master plan to phase out over the course of two years local property tax assessment and collection services, and to structure the provision for each of these services at the county government level; and

 

            WHEREAS it is the belief of the Board of Commissioners of Borough of Harvey Cedars that Senate Bill No. 2244 provides no real benefit to the residents of the Borough of Harvey Cedars, and could result in a decrease of services at the local government level and an increase in cost to taxpayers.      

 

            NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the Borough of Harvey Cedars is hereby opposed to S-2244 that advocates the consolidation of the abovementioned municipal services and forced consolidation of said services at the county level.

 

            BE IT FURTHER RESOLVED that a certified copy of this resolution be forwarded to the following:

  1. Senator Leonard T. Connors, Jr., District 9
  2. Senator Bob Smith, Co-Chair of the Joint Legislative Committee on Government Consolidation and Shared Services
  3. Assemblyman John S. Wisniewski, Co-Chair of the Joint Legislative Committee on Government Consolidation and Shared Services
  4. Senator Ronald L. Rice, Chair of the Senate Community and Urban Affairs Committee
  5. New Jersey State League of Municipalities.
